Hi June

Release notes should come from the Release and QA team. They're the ones who 
know what isn't working at the time of release and what to watch out for. If 
we get those notes, I can pass to some technical writers to polish the text.

Programmer's guides should come from technical writers assigned to IoTivity. 
Since we have none, that falls back on the developers. I don't think there 
isn't much difference from previous releases, so it shouldn't be too difficult 
to 
update for this release. Once there's a more or less finished text, I can ask 
one of the technical writers at Intel to take a look.

As for the release announcement itself, Myungjae and I can draft that, if we 
get the list of features and important changes compared to the last release 
(pointing to JIRA tasks is enough).
