I have this requirement due to I hope to test a network appliance by various of
bandwidth, jusk like 10mbps, 100mbps, 500mpbs pass through it, and observe the
system/network performance.

first the answer: there's no such thing as -b for TCP as far as I know. I may
be wrong though.
Out of curiosity: why would you want to test network performance using TCP
and with limited requirement for bandwidth? Not that this kind of testing is
ilegitimate ...
