I've had problems with animated gif ever since 1.0, and have submitted numerous bug reports to Apple, but they fall on deaf ears.
Bottom line, their rules state that the unencoded image size must be less than 2megabytes of memory. Keep in mind that the file size of 16K in your example is the encoded size, and it gets expanded to the unencoded size by the browser. try recreating the image as a smaller image (don't just change the width/height tags). I've found that images smaller than 256px high sometimes work. But best yet, find a tool that can display to you what the unencoded image size is.
