Kathy,

I'm developing mobile web applications without a Mac, so it is definately
doable.  It is very useful to have the latest Safari loaded (if you are
targeting iPhone 3.0 and up), obviously an iPod touch or iPhone is
essential.  I currently develop using Scala or PHP.  I'm using a modified
version of iUI and occasionally jqtouch.
