If the coupling is high between your web service and your CMS you could use
the same database, or if the web service can be decoupled (preferable in
many cases) then a separate database may make sense.  Without knowing the
details of your application it is very hard to answer;  if the web service
is a "small" add on to the CMS and does not need and other data storage,
than that provided by the CMS db, then there is likely not a need for a db.
 Don't store the same data in two places (there are exceptions to this
rule).
