Yes, this can be done, but you will have to modify the iUI source code
yourself. There is a pop-over mode in (some versions) of the iUI iPad
code. For example:

The next version of iUI will be much more flexible for this type of
customization, but in the short term your only option is to grab some
source and modify it to your needs. If you are comfortable with that
approach, feel free to ask questions and please share your results.
