The revenue stream for IPv6 does not exist yet. Today, most v6 ISPs are
free, and when they finally decide to milk some money out of it,
convincing customers that they need IPv6 begins with offering a large
space.

No, they charge for address space because a) they pay for it and b) they
can bullshit the customer that it is limited.
