Hi Paul/Community,

Discussion  on a draft a good  thing for whole community and it benefit the 
design rationale for future reference.
So,  discussion on a draft can still go on "in a separate thread" .
While people are doing selection on another thread.

Most of time, discussion get started with open ended question, revising the 
draft may not be equally beneficial.
