Perhaps we (as in the working group) should schedule some time (15-20 minutes?) to discuss the options in Seoul. Understanding both RFC 7427 and PSS signatures when they are in certificates, but not PSS signatures when they are in AUTH payloads is a pretty egregious kind of wrongness, but if this wrongness exists in the wild, we should probably come up with a strategy on how to deal with it.
