While I am not arguing against RIPE's (or ARIN or any RIR) fee, we are talking about 1400 Euro yearly, or roughly 100 Euro/month. Doesn't sounds a lot, but is quite a committment from what I can see. I am aware of clubs or organisations which are barely making a 0 at the end of the month or year in terms of finances. But I think you have a point, the question is who cannot afford it and who would actually be interested in it.
