That's pretty much what they said.  First, put fear into them.  If that doesn't 
work, show up with US Marshals Service (or whoever) with guns and confiscate.  
Its always best for everyone involved if #1 works.  We'll see.

That is the FCC's normal proceedure. It was the same years ago. They
don't want to be too hardnosed, the first time around, until there is a
real interference issue. but they can. The next time they visit the
guy, they may take the transmitter.
