On the FCC web site there is a notice dated 12/30/2010 regarding an NPRM (Notice of Proposed Rulemaking) seeking public comment about expanded used of TIS on the BCB. Below is an excerpt: from FCC Web Site:
Tom Jasinski Joliet "Generally, the Order and NPRM seeks public comment on whether the FCC should significantly expand the scope of permitted communications and alerts by local governments on TIS stations and what limits if, in any, should be placed on those noncommercial messages.
