Oh, good - more clutter.

I think there are different questions to be asked - starting with whether or 
not the number of such stations broadcasting the same announcements 24/7/365 in 
continuous loops or rebroadcasting NOAA Weather radio in the same manner serves 
an purpose at all. It really ins't necessary for them to broadcast at all 
unless they have something to say, i.e. in the case of some sort of emergency. 
Then comes the question of whether every small municipality needs to have their 
own station.

NPRM  (Notice of Proposed Rulemaking) seeking public comment
about expanded used of TIS on the BCB.   Below is an

scope of permitted communications and alerts by local governments on
TIS stations and what limits if, in any, should be placed on those

should be modified to reach a larger listening audience in their
coverage area and to what extent TIS broadcast locations should be
expanded without resulting in harmful interference to the
communications of other licensed broadcasters."
