I have implemented (how well? I'm not sure, but it works for what I wanted) a new setting that lets you specify a channel or channels in which you don't want activity to cause a beep (based on beep_msg_level). I patterned it after activity_hide_targets, so at least it fits in with the standard code fairly well.
