Naeem,As per PTCL the STM1 is getting terminated on Singtel IX router in 60 Hudson, the IP you are referring is I guess bind to this router. The round trip delay between Karachi and NewYork on this link has been observed in the range of 200 - 220 ms. To make thing worst, Singtel router is not connecting the STM1 to any Tier 1 link in NewYork, ( which should have been done ideally ) instead it is connected to another STM1 which connects East Coast to West Coast and thus produces another delay of 130 ms and then gets terminated into Genuity. I really dont know what were the assumptions or why was this design approved, but surely this accumulated delay of 350 ms could have been avoided easily and much more efficiency could have been derived not only on cost but the throughput as well by avoiding this link between East & West Coast.
In addition uptil now, nothing has been done to provide a committed grade of service. I guess we will end up with same GoS which we all are observing on Shared Router Port Service and have shown our resentment to PTCL and needless to say we are also required to maintain QoS as well.

So basically , PTCL goes to Singapore , and from there on possibly travels within the Singtel network to core , and then takes Genuity , Exodus , Level3 or other backbone to the US .
