We have Tivoli for enterprise system management and on each desktop, a
desktop policy Icon that runs when a user logs on to the network and
monitors such things as when a user installs or uninstalls programs from
their desktop, downloading files to the hard drive and even configuration
changes to the desktop. All the info is reported to Tivoli, which then can
page or send email to the relevant parties (ie security or network mgmt).
For viruses and the like, we have network scanning and vulnerability
assessment tools that are used everyday and the network is scanned
periodically for problems. Anyone who needs to connect to the network from
home has a hardware token, along with the remote access software to
authenticate to an authentication server (I can't mention any names or
types). We also have written warning that popup when users log onto the
network, whether from inside the building or from home. You can go even
further by monitoring keystrokes if you wanted, but then you get into the
wonderful world of privacy issues. Just issuing policies is next to useless
unless you have a means to monitor the network and/or the users on the
network, and traffic entering and exiting the network.

Thanks to all of you who replied to me but please do not forget that I
am not only interested in righting a policy.
I do not want to end up with a policy that I cannot enforce.
"what terms do you have stipulated in your policies and how do you
enforce them."
