IMPALA-14902: Bump Maven to 3.9.15
Pick up the most recent build of Maven 3.9.x to get access to locking
improvements released with Resolver 1.9.25 (shipped with Maven 3.9.12).
This should avoid the recent build-time dependency resolution failures
in upstream builds.
