IMPALA-14938: Fix TestDisabledBlockLocations::test_iceberg_v3_smoke
IMPALA-14913 extended iceberg-v3-update.test that now depends on
UDF_LOCATION being set. test_iceberg_v3_smoke also uses that test
file, so it also needs to set UDF_LOCATION.
