IMPALA-15295: Fix getOptionValue parameter for newer commons-cli
hadoop-hdfs 3.4.2.7.3.2.20000-210 switched to use commons-cli 1.9.0
(v.s. 1.2), so we change the call site in ImpalaJdbcClient to remove
the redundant 2nd argument.
