Having a mbean.rollbackAll operation leaves the broker still capable to do XA 
recovery for subsequent XA transactions. 

Having a kahadb flag effectively disables xa recovery. If that flag is set and 
recovery will not be used, then there is no need to do the work of persisting 
the prepare outcome. That feature, to my mind is xaRecovery=false. I don't know 
the use case but do you really intend to disable xa recovery fully?
