You might try reproducing the issue in a Dockerfile or delete your Arrow clone
and try from a fresh git clone. I'm not familiar with this error occurring
unless there are CMakeCache.txt files leftover from failed build attempts. I'll
give up trying to help more and will make sure the Python developer
instructions are reviewed in the near future and perhaps provide a minimal
Docker setup showing a from-scratch build using either the virtualenv strategy
or conda strategy
