I schedule a production job with 2 instances, 1 cpu each and pin the job to
specific hosts; one instance is scheduled/running as that host has sufficient
resource. The other instance remain in PENDING state. It doesn't pre-empt
non-prod jobs running on this slave.
The PENDING message is incorrect and that's tracked in AURORA-1183.
