I investigated a potential fix for this and it looks like the convertOrder()
function creates a Project using the PRESERVE collation. My understanding is
since we are still in the early stage of sql-to-rel conversion it does not seem
necessary to do this. Instead, changing this to RelCollationImpl.EMPTY
resolves the issue. I will do some more testing but let me know if there's a
better alternative.
