PRs in Camel Spring Boot repository are slow and execute tests in all the
components, to have a faster feedback cycle, incremental-build GitHub action
may be used like in Camel repository.
In order to reuse the GitHub action in Camel repository it needs some
refactoring, and camel-spring-boot workflow updated accordingly.
