PQCOperations.java defines 11 key lifecycle operations (generateKeyPair,
exportKey, importKey, rotateKey, getKeyMetadata, listKeys,
getRemainingSignatures, getKeyState, deleteKeyState, expireKey, revokeKey), but
PQCProducer.process() routes them all to the default branch which throws
IllegalArgumentException("Unsupported operation").
The KeyLifecycleManager interface and its 3 implementations
(FileBasedKeyLifecycleManager, AwsSecretsManagerKeyLifecycleManager,
HashicorpVaultKeyLifecycleManager) exist in the lifecycle package but are never
wired into the producer or configuration. PQCConfiguration has no field for a
KeyLifecycleManager.
