Fix For: 4.19.0
XMSS, XMSSMT, LMS, and HSS are stateful hash-based signature schemes with a
finite number of signatures. Once the limit is reached, the private key is
exhausted and
reuse breaks security guarantees. Previously, the PQC component had no
proactive warnings when keys approached exhaustion, no enforcement before
signing, no health check integration, and no usage counter persistence across
restarts.
