Add tooling for the expert-owned semantic contracts introduced by CAMEL-25382.
Scope:
* Semantic TUI Definitions, Experts and Relationships views with coordinated
selection and readable contracts and parameters.
* Explicit sample evaluation and a direct expert playground with typed
parameter controls, retained drafts/results, and MCP read/edit access.
* Runtime semantic-metadata and semantic-evaluate developer consoles, and CLI
connector actions that keep polling responsive during provider calls, with
bounded evaluation and cancellation.
* Runtime metadata-driven operation completion and an optional
scoreLevelsParameter relationship for effective score ranges and level
descriptions.
* Tests, TUI help, operator documentation and generated catalog metadata.
