Follow-up of CAMEL-26253 ([PR
#28963|https://github.com/apache/camel/pull/28963]), which makes createSecret
fail before creating the secret when there is no body.
If Secret Manager rejects an empty payload, createSecret with an empty String
body still creates the secret and then fails to add the version, leaving an
empty secret behind. Confirm how the API treats an empty payload first; if it
rejects it, reject an empty value before {{createSecret}} as well, as is done
for a missing body.
