Stephen - Cloudstack doesn't use Xencenter but the XAPI calls for managing vms, 
their storage, n/w etc. Cloudstack allows a user (may not be the admin) to 
register a template which may or may not have PV drivers in their kernel. The 
user can then use this template to create his vms and once they are up and 
running can install PV drivers on them. Now if this workflow is followed we 
want to set the dynamic range and static range differently while creating the 
vm first time say to support memory over provisioning and also future scaling, 
is that possible without having PV drivers ? Also if you now understand the 
workflow can you please also answer the above questions please ?
