Sorry for the slow reply: Monday was a holiday here and I was away on Tuesday 
too.

I realise that CloudStack doesn't use XenCenter: I only mentioned that for 
comparison with the workflow that we use.

I'm still not sure how the user creates the template in the first place. But 
no, you shouldn't change the dynamic range until you have tools, because 
without tools the OS of the VM can't know that its memory is being restricted 
and may crash.
