Please find the answer 
-->Why don't we also check the VM's actual RAM and CPU ? 

1-scaling up is a hypervisor and Guest OS Dependent feature ,diff hyp behave 
differently so in some cases you may  not  see exact scaled up resource on 
guest OS 

2--Say you scaled up a linux vm from 1 GB to 2 GB  on vmware , you may not see 
exact 2 GB at guest OS level . you need to run some scripts to register scaled 
up resource (please check Admin guide).
