The only reason I can think of for making it an option is if you want to make 
sure something *didn't* come from localhost. So, if anything, the option should 
be to turn off localhost matching and to accept it as the default. 

Same patch as before, except:

        if (!DISALLOW_LOCALHOST && isLocalhost(domain)) {
            return true;
        }
