So, revised plan:
- add an option MANUAL_SCHEME_VALIDATION
- provide a constructor that accepts an array of RegexValidators
- change isValidScheme() to iterate the RegexValidators if said option is
active, falling back to domain name validation if it passes.
As Sergey says, this removes the need for localhost special-casing.
