Blocking issue discovered CB-8000
Cancelled the vote. Preparing new packages for lib, cli and plugman. No need to
change cordova-js.
Versions must be bumped because npm forbids publishing twice with the same
version even if it was published with rc tag [1].
Planned versions are:
lib: 4.1.1
cli: 4.1.1
plugman: 0.22.15
