A new widows platform release is on its way due to a critical bug CB-5323.
Platform release issue is CB-8004
Canceling current vote and preparing new RC packages tomorrow. The intended
versions are:
cordova-lib: 4.1.2
cordova-cli: 4.1.2
cordova-plugman: 0.22.16
No need to update cordova-js
