I think that PR is not enough to fix the issue.
That PR seems to work only for nodist where both npm.cmd and npm.exe are
installed.
The behavior of 'npm.cmd' is different from that of 'npm.exe' as
[~OliverSalzburg] pointed out.
The cordova should call 'npm.cmd' in win32, I believe.
