1. This requires storing binaries in source, which can cause problems for the
repo.
2. The required binaries are different for every single release of Hadoop.
Consequently, we would need winutils for CDH, winutils for HDP, winutils for
MapR, and so on. These are not necessarily Apache-licensed.
