Add an AGENTS.md to apache/fineract pointing to the existing SECURITY.md, so
automated agents (security scanners, code analyzers) can mechanically discover
the project's security model via the conventional AGENTS.md -> SECURITY.md
chain.
SECURITY.md already contains the complete Fineract threat model; this change
only adds the discoverability pointer -- no model content changes.
