Cargo plugin is outdated and unmaintained. Cargo while it is maintained, i
believe it would be better to leverage docker + compose or github Actions for
testing.
Action items:
* Remove Cargo
* Remove Cargo plugin
* Add docker compose + github actions for CI testing
