## Description
Fixes FINERACT-2818.
Savings interest posting periods currently skip a valid quarterly or
biannual boundary when the boundary date is equal to the interest-calculation
start date.
For example, when quarterly calculation starts on March 31, Fineract skips
March 31 and selects June 30 instead. This delays the posting date from April 1
to July 1.
## Changes
- Use inclusive date comparison for quarterly posting boundaries.
- Use inclusive date comparison for biannual posting boundaries.
- Add regression tests covering quarterly and biannual boundary dates.
## Expected behavior
- March 31 is selected as the quarterly period end.
- June 30 is selected as the biannual period end.
- Interest is posted on the following day.
