Using the latest nightly build of flex 4.12 and air 4.0, my problem has changed 
slightly. The app no longer creates an extra 20px gap between the statusbar and 
actionbar when rotating, but the other issue of the app not resizing and 
filling in the space when the ios7 statusbar is hidden via changing 
stage.displayState to fullscreen still exists. I will build a test app from 
scratch tomorrow and test against that to make sure that I do not have some odd 
code causing this issue.
