[FLINK-7813] [metrics] Replace MetricRegistryThreadFactory
## What is the purpose of the change
This PR modifies the MetricRegistry to use the ExecutorThreadFactory
instead of its own MetricRegistrThreadFactory. The implementations are
virtually identical, so this primarily serves
code-deduplication.
