### Goal Deliver the Coding-agent Skill as a versioned artifact with Flink Agents 0.4, including official download and release-announcement entries. Related documentation: #1236 under #1225. This is a standalone release task, not a child or closure prerequisite of the documentation umbrella. #1236 covers repository-based discovery, installation, and usage and can close independently. ### Scope - [ ] Add a packaging step to the existing release tooling for the complete Skill directory, including `SKILL.md`, `references/`, `assets/`, and the applicable `LICENSE` and `NOTICE`. Preserve the directory structure and relative links needed after installation. - [ ] Produce a versioned archive from the same release-candidate revision as the other Flink Agents artifacts, with a GPG signature (`.asc`) and SHA-512 checksum (`.sha512`). Use the Flink Agents release version, for example `0.4.0`; a separate Skill version or release cycle is not required. Final archive naming and format should follow the agreed release packaging convention. - [ ] Include the Skill archive in the existing 0.4 release-candidate staging, verification, and vote process. Verify archive contents, extraction and installation, bundled YAML schema consistency, relative links, and version-specific guidance before release. - [ ] Publish the verified artifact with the other 0.4 artifacts through the normal release process. - [ ] Add a Coding-agent Skill download entry, signature, checksum, and usage-guide link to the 0.4 section of the [official Flink downloads page](https://flink.apache.org/downloads/). - [ ] Once the official artifact is available, switch the 0.4 documentation's primary installation/download instructions from the repository directory to the published artifact, and verify the actual download URLs and installation flow. Main documentation continues to use the main-branch Skill for the development version. - [ ] Include a concise linked entry in the 0.4 release announcement material. Release-tooling changes and website drafts can be prepared ahead of the release. Publication and the documentation switch occur when the official 0.4 artifact is available, not merely when the release branch is created. ### Acceptance - The complete Skill is packaged from the release-candidate revision, signed, checksummed, and verified through the existing 0.4 release process. - The verified artifact is available from the official release distribution, and the Flink website's 0.4 downloads section links to it, its signature/checksum, and the usage guide. - The 0.4 documentation uses verified artifact download and installation instructions; main documentation continues to use the main-branch Skill. - The release announcement includes a concise linked Skill entry through the normal release process. Use the Flink Agents release version and release cycle. This issue tracks release preparation and delivery; it does not itself authorize publishing a release or announcement. ### Review coverage The artifact, downloads-page, and release-announcement portion of DOC-009, split from #1236.
