Ran an in-memory TLS handshake with the OpenSSL provider against the shaded
jars built from `release-21.0` and from this branch (JDK 17, linux/amd64). It
uses `flink-shaded-netty-4` 4.2.19.Final plus the relocated tcnative modules, a
client and a server `SslHandler` on `EmbeddedChannel`, and sends one message in
each direction after the handshake.

   | Shaded jars | Result |
   |---|---|
   | Netty 4.2.19 + `flink-shaded-netty-tcnative-static` 2.0.74 (current
`release-21.0`) | `NoSuchMethodError: ...tcnative.SSL.getGroupName(long)` |
   | Netty 4.2.19 + `flink-shaded-netty-tcnative-static` 2.0.84 (this PR) |
TLSv1.3 `TLS_AES_128_GCM_SHA256`, application data OK both directions |
   | Netty 4.2.19 + `flink-shaded-netty-tcnative-dynamic` 2.0.84 (this PR) |
same, against OpenSSL 3.5.5 |

The `dynamic` 2.0.74 jar could not be tested on this image (it needs
`libssl.so.1.0.0`). Only the OpenSSL provider is affected; the default JDK
provider is not.

Not covered: unit tests, JDKs other than 17, and a Flink job over TLS.
