Not blocking local setups / play around users is a good point.
Another argument against doing the check while starting the IOManager is
that the tmp dir can also fill while Flink is already running.
Maybe we should print a WARN message when starting the IOManager, if tmp
dir(s) are (almost) full and go for a "use next if full" approach at runtime.
