Environment: Bare-metal install. Rocky Linux running on Proxmox PVE.

I have WOL enabled for a remote host on Guacamole. When the remote host is
down, and a RDP connection is initiated, there is no WOL packet recv (I used a
WoL proxy) nor sent (sniffed by tcpdump on Guacamole host).
