Q: when configuration is updated, how would regions in transition pick up the
changes ?
A: when region open finished, it can check the configuration, if configuration
changes the region can apply the new configuration.
Q:when configuration is updated and meanwhile master fails over, what would
happen ?
A: The new configuration takes effect must be triggered by admin，if some node
failed，admin can do it again.
