The main reason to keep as much deprecated stuff around as HBASE-10378 does was 
to avoid breaking Phoenix 4.x+ runtime. I think the needed refactoring will 
just be in test. I'd be happy to handle putting together the needed shim.

Or do you think Phoenix's secondary index needs to have WAL edits that span 
regions?
