Sorry, I didn't notice this line is a fix for NS 'create'. IMO, it is a little
bit confusing to have NS checked in requireGlobalPermission method. A user has
NS level privileges should not pass global permission check without actual
global privileges.
[~ashish singhi] which requirePermission API did you suggest?
You're right, it is a good idea to put unit test in TestNamespaceCommands.
