I removed 0.96. While in there, removed all but the latest on each major branch
(0.94, 0.98, and 0.99). Did edit of HEADER to say 0.94 still seeing bug fix
releases every month or so for those not yet able to upgrade. Also pointed at
apache archive if folks are looking for old versions.
